I have no control panel, my computer in start menu.?

the first things happen is when i turn on my pc the message show up is windows cannot find 'winhelp32.exe' make sure you typed the name correctly, and then try again to search for a file, click the start button, and then search. all of my program is turning to folder and some folder have to copy i try to delete it's coming back my be i been infected of virus.I have no control panel, my computer in start menu.?
your computer is infected by a virus, it disables automatically the control panel, task manager, check also if you have a folder option in your explorer tools menu...

Try Avira antivirus from www.free-av.com. Scan only the other partitions (excluding C:\ where windows is). After eliminating the viruses, reinstall Windows (C:\ will format when installing) and get everything clean!
Try scanning for viruses, and if you have a windows disk (assuming it's not an oem compaq or the like) try booting from the windows disk and repairing windows.
